What effect does the anti-hero Judge Dredd have on his environment? Is it positive, neutral, or is it perhaps net negative? Furthermore, to the world he interacts with, is he a hero or a villain? Ultimately the questions boil down to this: Are policing institutions sufficient responses to criminals and crime?
